District Court Judge Jill Otake rejected an attempt by Front Street Affordable Housing Partners to unilaterally end affordability restrictions that the developer agreed to when it accepted public money for the development.

Although the law is clear that the state must provide mental health services until age 21, the state is routinely ending service after age 18, impacting potentially hundreds of young people in Hawaiʻi.

Collins was nominated by Lawyers for Equal Justice for his efforts to preserve the affordability of Front Street Apartments, among other noble causes.
